Russian internal passport photo rules in plain words

The requirements come from MVD Order No. 773 of 16.11.2020, paragraph 36 of the Administrative Regulation. The printed size is 35x45 mm (1.38 x 1.77 in) at 300 DPI. The background must be plain white, without stripes, spots, objects or shadows.

  • Head size: crown to chin must not exceed 80% of the frame height.
  • Free margin: 5 mm (plus or minus 1 mm) above the head.
  • Colour: black-and-white or colour photos are accepted.
  • Copies: 2.
  • Head covering: religious only, with the face fully visible.

Glasses

Glasses are allowed. People who always wear glasses must be photographed in them. The lenses must not be tinted, and the frame must not cover the eyes.

How to take the photo at home with a phone

Stand in front of a plain white wall with soft light on your face and no objects behind you. Hold the phone at eye level and look straight into the lens. Leave visible space above your head, since the rules require a small free margin there, and keep your head and shoulders level.

  • If you wear glasses, check that there are no reflections hiding your eyes.
  • Avoid shadows on the wall by standing a little away from it.
  • Do not use filters or beauty modes.

Common reasons for rejection

  • Head too large. If the crown-to-chin distance exceeds 80% of the frame height, the photo fails.
  • No margin above the head. The 5 mm (plus or minus 1 mm) free space is part of the rule.
  • Stripes, spots or objects in the background. The background must be plain white.
  • Tinted lenses. Tinted lenses are not accepted, and the frame must not cover the eyes.
  • Only one copy. The application needs 2 photos.
